Put some food water and medical suplies in a safe location. Keep some of the same things in your car. Put your outside things inside like folding chairs. Have a safe place and or a location you can get to if your house is flooding

People created levy systems so that when it floods the levy can stop it from going into the city like new orleans but some levy systems fail and will cause the whole city to go under water so they are trying to find a levy system that will hold off the water and will not allow it into the city
